Check the institution and the program separately
Provider licensing and program accreditation are related, but they are not interchangeable. A provider may hold an institutional license without every course it advertises carrying the same formal status. The Malta Further and Higher Education Authority explicitly instructs learners to verify both the licensed provider and each accredited program.
Begin with the regulator’s public register. Search the institution’s legal or official name, not only a brand abbreviation. Record the license number, provider category, current status, and the awarding body named in the official entry.
- Provider: Is the institution currently licensed by the responsible authority?
- Program: Is the exact degree title listed as accredited?
- Award: Which institution legally awards the qualification?
- Level: Which national and European framework level is recorded?
- Status: Is the program current, expired, or no longer offered?
Match every material detail
Small differences matter. A certificate, postgraduate diploma, master’s degree, professional doctorate, and research doctorate are not interchangeable merely because their subject matter overlaps. Compare the official title, qualification type, framework level, credit value where stated, language, location, and mode of delivery with the institution’s public program page.
If the official entry and the marketing page conflict, rely on the public authority and ask the institution to reconcile the discrepancy in writing before applying or paying.
Understand what EQF and MQF levels do
The European Qualifications Framework is a translation tool based on learning outcomes. Malta’s national framework is referenced to it, allowing qualification levels to be understood across systems. A level describes the complexity and expected learning outcomes of a qualification; it does not by itself guarantee admission, employment, immigration treatment, professional practice rights, or automatic recognition in every country.
For Malta, the official framework places bachelor’s qualifications at Level 6, master’s qualifications at Level 7, and doctoral programs—including PhD and professional doctorate qualifications—at Level 8.
Treat recognition as a purpose-specific question
Accreditation establishes the formal status of the institution and qualification within its system. Recognition asks whether a different authority, employer, university, professional body, or jurisdiction accepts that qualification for a particular purpose. Those decisions depend on the recipient’s rules.
For regulated professions, public employment, immigration, or admission to another institution, identify the competent authority before enrolling and request its current requirements. No institution can responsibly promise every third party’s future decision.
Verify SMC through official records
